Toddlers in my experience tend to be pretty damn colour blind. My daughter was telling me about a new girl at her toddler group 'she's shorter than me, she's got dark hair, she's got the same shoes as me!'. It wasn't until I met her myself that I realised that her new friend was black - my daughter obviously thought her shoes were more important than her skin colour.

I think this report has a number of disturbing features, specificially in terms of the encouragemet to report "as many racist incidents as possible" as it'll reflect well on the institution - to me that suggests a strong risk of a Salem Witchunt scenario of people looking for evidence of racism to make sure they're seen to be reporting a sufficient number of incidents as to avoid censure.
Racism should be stopped whenever it occurs but that's a different thing to asking people to try and find racism, especially in small children.
What's worse is that I think it taps into the mentality that all white people are racists waiting to happen and all non-white people are potential victims of racism, which stereotypes and labels both white and non-white people in a way that isn't at all fair on them and which is utterly unhelpful to a sensible discussion on racism and how to deal with it.

I was talking to a friend's daughter about her High School Musical sticker album and which characters she liked and didn't like. She liked pretty much all of them bar the black character, because she was black. I couldn't get much else out of her about why.
I don't know how reliable a dislike of curry or beef bourginon would be in identifying racism though. I imagine kids would equally turn their nose up at spotted dick and jugged hair.
Young kids have very irrational likes and dislikes which they often grow out of and, assuming they don't harm other people, are essentially harmless in themselves.
Your friend's daughter might grow up to be a massive racist but more likely in a few months time she'll grow out of that irrational dislike anyway.
My fear is that telling young toddlers it's wrong to express their irrational dislikes doesn't necessarily get rid of those dislikes, just encourages them not to express their opinions (and thus makes it much harder to challenge them once they're at an appropriate age to do that)
